José Luis Almazán, managing partner of Ocean Capital Partners (OCP), pointed out that the profitability of port infrastructure is closely linked to concession periods. “The longer the concession term, the lower the cost of capital and the required return,” he explained. Using the Australian model, where 100-year concessions exist, as an example, Almazán advocated for extending concession periods in Spain to attract long-term investors, such as pension funds, whose interests are more aligned with the stability of the public sector.
