Investments in the maritime port sector and its role in 2022 according to José Luis Almazán Palomino

The investment plan budget approved for this 925 million in 2022, while theafter the investment effort for the period 2021-25, it amounts to 4750 million euros, indicates José Luis Almazán Palomino.

With respect to these budgets approved in October 2021the Governing Council of Puertos del Estado at the same time has approved and ratified the individualized amounts for the Port Authorities Spanishas well as the investment plans of the port system for four years that will be in force until 2025. This is an investment in the public sector private in relation to that of the four previous fiscal years. With the contributionpublic procurement will be achieved about 4.5 billions of euros. The economic stimulus plan

The sector needs a stimulus plan to reactivate the economy of the country.country in which be contemplated execute different major investments. With these investments, the public sector, in collaboration with private enterprise, is expected to reactivate the Spanish economy. This can be achieved through the execution of productive investments.

According to data published by official sources, there is a clear trend today to invest in land spaces. An investment focused on developing sustainability, digitalization of processes and innovation.

At the same time, road and rail accessibility and the integration of the port and city spaces are becoming more important. ADIFthe railway manager of the Ministry of Transport, will allocate 2,833 million euros to the conventional network during 2022. These investments will be mainly focused on the port terminals of Avilés, Barcelona, Bilbao, Málaga, Pasajes, Santander, Valencia and Vigo.

Land connectivity

Another important item is the improvement of the ports' land connectivity. These funds will be used to modernize the internal road and rail networks. They will receive a total investment of €809 million to boost and increase rail freight traffic. The aim is for Spain to approach 18% of the European average in this area.

At the same time, it is important to highlight the investment in projects developed in the context of the so-called "Horizon 2023". Its objective is to grow, increase traffic and increase its competitiveness. The implementation of the "Horizon 2023" plan will involve the implementation of several investments of the ports' own capital and external capital during 2023 and early 2024. These actions are intended to lay the foundations for the growth of port activity, the economy and local employment. One of the major projects to be highlighted is the implementation of the Mediterranean Corridor. The aim of this project is to generate value.

The new strategic framework

At the international level, one of the initiatives is the one launched by the company the European Commission. This body has initiated a consultation process with which it hopes to receive opinions and proposals to promote the environmental transition and the digitalization of the maritime port sector.

At the regulatory level, the new Strategic Framework of the port system for Spanish ports will be implemented. Also an ambitious investment plan to advance in digitization, innovation, safety and sustainability. Another aspect to take into consideration is the entry into force for the first time of the strategic bonuses. Maritime services linked to non-peninsular territories will be able to benefit from them, as they are considered strategic. These bonuses are to be implemented by each port authority. Se will apply above 20% to lhe rates of passengers, the vessel and the cargo. In addition, we will to extend bonuses for the terminals of the passengersheavily affected by the pandemic and the closure of borders with Morocco.

Finally, facing a new reality maritime port with new needs and challenges to be met there are initiatives within of the sector through different associations which propose changes to the draft amendment of the Ports Law. Its purpose is to obtain an efficient use of the facilities, increase economic competitiveness and improve environmental quality.
